Roughly 4 in 5 organizations cannot govern the agentic AI they are deploying. Deloitte surveyed 3,235 IT and business leaders across 24 countries and found only 21% have a mature governance model for agentic AI — meaning roughly 79% do not. The capabilities most commonly missing are the basics: a defined boundary between what an agent can decide alone and what needs human approval, real-time monitoring of agent behavior, and an audit trail covering the full chain of agent actions. (Deloitte, "Agentic AI Is Scaling Faster Than Guardrails," Jan 2026) Meanwhile, 74% of the same respondents expect at least moderate agent use by 2027. Deployment intent is running well ahead of control capability. This is not a reason to slow down. It is a reason to write the control document before production, not after: who can act alone, what gets logged, who can pull the kill switch, and who is accountable for the answer. Governance is not the tax on moving fast with agentic AI. It is what makes moving fast survivable.
